In April, when the Healey administration asked Liberty Junction - the now successful bidder for the $2B Springfield courthouse lease - for additional detail on the team’s experience “developing multi-block, mixed-use developments” Claiborne Williams founder of FD Stonewater responded in writing twice and on neither occasion listed Conan Harris as having “relevant experience.”

Instead Liberty Junction played-up the multi-block, mixed-use experience of John Barros, business partner to Harris, but the two large projects attributed to Barros remain unbuilt and his exact role in a massive South Boston development is disputed.

Williams did not mention that Harris and Barros previously worked together on at least one multi-block development, the recently failed effort to convert Roxbury parking lots owned by the Boston Water and Sewer Commission into a 402 unit housing complex.
