The House will retain the unobtainable 2030 NetZero climate mandates in a 2026 legislative “fix” designed to provide incumbent protection but no real reform, according to people familiar with the bi-partisan member only briefings that took place on Beacon Hill on Tuesday.
Despite widespread membership displeasure with MassSave, the state program which assists ratepayers with “energy efficient upgrades” it will not be repealed but some non-energy aspects of the program, including marketing budgets may be trimmed.
In November 2025 House Energy Chair Mark Cusack suggested the 2030 NetZero climate mandates be converted to goals, he quickly withdrew that proposal and based upon the the meetings this week Cusack will not reintroduce the proposal in 2026.
