The non-profit parent of the state’s leading anti-ICE Hotline, an organization a similar to the watch group Renne Good was affiliated with in Minnesota, received $100,000 in state grant money last year from Governor Maura Healey and Attorney General Andrea Campbell.
The executive director of the parent non-profit is a Healey appointee to the state Board of Elementary and Secondary Education.
The Luce ICE Hotline which was at the center of a controversial vigilante anti-ICE event on Eureka Street in Worcester last year has also received significant political support from elected Democrats. Over the weekend Luce hosted a rally on Boston City Hall Plaza attended by US Senator Ed Markey and Boston City Councilor Julia Mejia.
The most recent $50,000 grant was awarded by Campbell in December to “strengthen civic engagement in communities disproportionately impacted by housing injustice and environmental harm and build the knowledge and leadership needed for long-term change.”
Donations to the Luce Immigrant Justice Network of Massachusetts are received by the Neighbor to Neighbor MA Education Fund a 501c3. Neighbor to Neighbor also operates a 501c4 Action Fund.
The Neighbor to Neighbor Education Fund reported $2.1M in revenue for 2024.
Dalida Rocha, executive director of Neighbor to Neighbor, is a former SEUI organizer who worked on the driver licenses for illegal immigrants ballot question and was appointed to the Massachusetts Board of Education by Healey in January 2024.
Rocha made $122,750 from the Neighbor to Neighbor MA Education Fund in 2024, according disclosures on file at the state Public Charites Division (also overseen by AG Campbell).

Both grants of $50,000 each came from newly established environmental justice grant programs, one administrated by the Executive Office of Energy and Environmental Affairs and another from the Environmental Justice Fund overseen by AG Campbell, funded by “civil penalties from judgments and settlements in state environmental enforcement cases.”
Healey’s grant, previously reported by Politico, announced in May 2025 was “to restore the Dwight Street community garden and empower Holyoke residents to produce culturally relevant crops.”
EEA Secretary Rebecca Tepper explained the goal of the grant program: “from growing culturally relevant produce in community gardens to creating youth environmental employment opportunities – these organizations serve as vital resources in neighborhoods across Massachusetts.”
J. Miles Gresham of Neighbor to Neighbor, who issued a statement on mass.gov in December thanking AG Campbell, earned $110,525 at the non-profit in 2024.
Gresham also serves on Healey’s Environmental Justice Council which advises and provides “recommendations to the Secretary of EEA on relevant policies and standards to achieve environmental justice principles.”
Rocha was seen at the side of then Worcester City Councilor Etel Haxhiaj on Eureka Street in May 2025 when Luce ICE Watch members confronted federal officers and Rocha also attended a rally for Haxhiaj outside Worcester District Court on the day of the former Councilors arraignment.
Haxhiaj lost her re-election bid last year and is due to stand trial for her actions on Eureka Street February 10, 2026.
