John Barros and Conan Harris formed CoJo Partners and joined FD Stonewater in bidding for the $2B Springfield courthouse deal. Barros is the head of the Convention Center Authority, he has since divested from the transaction.
An amended lawsuit filed by a pair of Springfield businessmen allege that several of the highest officials in state government, including interim Convention Center Authority executive director John Barros, convened a “"war-council-style" meeting on the morning of July 2, hours ahead of the official announcement that Barros, Conan Harris (husband of Congresswoman Ayanna Pressley) and FD Stonewater, a Virginia company, won the $2B courthouse bid.
Barros’s presence at a high level meeting regarding “communications strategy deliberations
on RFP” that his firm ostensibly won, raises potential new conflict of interest questions for Barros and the Healey administration. Barros has since divested from CoJo Partners, a company he formed with Harris. CoJo and FD Stonewater created Liberty Junction to bid on the lucrative courthouse contract.
